Government Lokpal Bill ?

As it is a nice move to have a strong lokpal to put a hold on ever increasing level of corruption in our nation. I give a huge applause to our Government that it has forwarded the Lokpal Bill to the parliament which will be presented in Lokshabha in the Monsoon Session, after getting it approved from the central cabinet. But the concern which make me awake in midnight is that that will the lokpal bill prepared by government be approved by the Indian senate? Or will meet the same fate like earlier versions of the lokpal (as the first lokpal bill was introduced by Shanti Bhusan in 1965 which didnot ever passed from Rajya Sabha and same happened with 9 other versions of lokpal bill in the time span 42 years).  

Certain features of the lokpal also showed me that the approach of this lokpal bill is reactive i.e. it focuses on punishing those who have committed the crime(corruption). This is shown by this that a Pm cannot be held under the scanning power of the lokpal but can PM can be interrogated for the corruption which he has committed only after resigning or leaving the post of PM.

Rather than this I propose that we should have a proactive approach towards corruption i.e. we should prevent crime from being committed.
